1. General Principles of Public Procurement

  1. Transparency – All tender-related information must be publicly accessible.

  2. Fair Competition – Equal opportunity to all eligible bidders.

  3. Value for Money (VfM) – Selection must be based on the best combination of cost + quality.

  4. Accountability – Every procurement step must be documented.


2. Tender Types in 2025

  1. Open Tender (Most preferred)

  2. Limited Tender (Restricted to shortlisted vendors)

  3. Single Tender / Nomination Basis (Only with strong justification)

  4. Two-Bid / Two-Stage Tender

  5. Reverse Auction (RA) – Mandatory on GeM for certain categories

  6. BOQ-Based Bidding – For works, services & custom items


3. Eligibility Rules (Updated 2025)

  1. PAN, GST, UDYAM / MSME certificate mandatory for participation.

  2. MSME Benefits applicable only if:

    • Bidder uploads valid Udyam

    • Category matches tender category

  3. Experience & Turnover Relaxation for Startups & MSMEs (as per recent DPIIT norms).

  4. No Blacklisting / No Litigation mandatory declaration.


4. Bid Submission Requirements

A. Technical Bid

  • Company details

  • Past performance

  • OEM Authorization (if applicable)

  • Compliance sheets

  • Certifications (ISO, BIS, etc.)

B. Financial Bid

  • BOQ entry

  • All taxes included

  • No overwriting / manipulations

C. Mandatory Attachments

  • EMD / Bid Security

  • Bid security declaration (if EMD exempt)

  • Performance security acceptance


5. Key 2025 Updates in Tendering

✔ EMD & PBG Rules

  • MSME bidders: EMD exemption continues

  • PBG reduced to 2% (was 3–10%)

  • For Works Contracts: PBG can be 3% (department-specific)

QCBS Latest Ratio

  • Quality: 70%

  • Cost: 30%


7. Awarding Rules

  1. Contract awarded to L1 or Highest QCBS scorer.

  2. Work orders issued only after:

    • PBG submission

    • Agreement signing

    • Verification of documents

  3. No negotiation except in rare permitted circumstances.


8. Post-Award Compliance

  • Delivery timeline monitoring (GeM SLA enforced).

  • Online invoice submission + bill processing.

  • Penalties for delay: 1% per week (max 10%).

  • Vendor performance rating affects future bidding.


9. Blacklisting / Debarment Rules (Revised 2025)

Grounds for debarment:

  • Fake documents

  • Non-delivery / poor service

  • Contract violation
    Debarment period: 1–3 years (case dependent).


10. Special Rules for GeM Bidding

  1. L1 algorithm based on total landed price

  2. Buyer can reject all bids with justification

  3. RA (Reverse Auction) auto-extended rules

  4. Past performance:

    • Minimum 1 successful order for many categories

  5. Consistency in brand, model & specifications mandatory
